Insights:

• The SDA market has demonstrated significant growth over the past two years. Total SDA payments increased by 40% annually, rising from $230 million to $452 million. During the same period, the average SDA payment per participant also grew by 34% per year.
• This expansion follows the introduction of new SDA benchmark prices effective 1 July 2023, which included provisions for automatic annual indexation of SDA funding amounts starting 1 July 2024.
• Supply is also rising rapidly. As of 30 June 2025, there were 11,642 enrolled SDA dwellings, which is a 21% annual increase over two years and a 23% (2,155 dwelling) increase from June 2024.
• Growth was strongest in the Robust (43%, +437 dwellings) and High Physical Support (39%, +1,452 dwellings) categories. All states and territories saw quarterly growth in enrolled dwellings except the Australian Capital Territory and Queensland.
